MIAMI (AP) — Secretary of State Marco Rubio is set to testify regarding his interactions with former congressman David Rivera, who has been accused of secretly lobbying on behalf of Venezuela. This testimony comes almost a decade after their political overlap in the Florida Legislature. Rivera faces serious charges involving a $50 million lobbying contract awarded by Nicolás Maduro’s government.
Rubio testified that he and Rivera were close allies and that their years together in Tallahassee fostered significant trust. Prosecutors allege that Rivera coordinated efforts with Maduro’s officials, aiming to open diplomatic channels with the White House and major corporations.
To disguise their lobbying activities, Rivera and his associates created coded communication methods within a chat group named MIA. They used playful Spanish terms like “Little Cuban” to reference Rubio and “The Lady in Red” for Venezuelan officials.
ЛAs prosecutors laid out their case, they emphasized that for $50 million, the defendants had allegedly created a pact to lobby corruptly for Maduro’s regime—a stark narrative emphasizing greed and betrayal. In contrast, Rivera claims that his engagement with an American subsidiary of Venezuela’s state-owned oil company notably exempts him from foreign agent registration requirements.
According to Rivera's defense, his consulting work focused solely on revitalizing Exxon’s investments in Venezuela, separate from lobbying efforts against Maduro’s regime. Rivera’s defense attorney has rallied to present him as an avowed anti-communist, painting the government's accusations as unfounded.
Rubio’s unusual alignment with this trial is historically rare, marking a significant moment where a sitting Cabinet member appears in a criminal case, echoing back to the 1983 testimony of Labor Secretary Raymond Donovan during a Mafia trial.
