MIAMI (AP) — A 16-year-old boy has been charged with murder and aggravated sexual abuse in Florida in the death of his 18-year-old stepsister on a Carnival Cruise ship, the U.S. Justice Department announced.

The teen, identified by authorities as T.H., was initially charged as a juvenile but is now facing adult charges following the request of prosecutors to escalate the case.

Anna Kepner had been traveling on the Carnival Horizon ship in November when her body was discovered concealed under a bed near where she was staying with her stepbrother and another teen. The cause of death was determined to be mechanical asphyxia, signaling a tragic end for the young cheerleader from Titusville, Florida.

Kepner's family celebrated her life at a vibrant memorial service, encouraging attendees to wear bright colors in her honor, reflecting her 'bright and beautiful soul.' The unusual nature of this case lies in its prosecution in federal court, motivated by the fact that the alleged crime took place in international waters, which operates under a complex legal framework.

As the legal process unfolds, experts note that prosecutions of minors in federal courts are exceedingly rare, raising critical discussions about minors and the law. T.H., who appeared in court wearing a hooded sweatshirt, has been ordered to stay with an uncle under electronic monitoring, along with a temporary arrangement to work at his father's landscaping business.
