At least 94 Palestinian prisoners and detainees have died in Israeli custody in less than two years, a well-regarded Israeli human rights group says.

A new report by Physicians for Human Rights Israel (PHRI) alleges a practice of systematic killings and cover-ups.

The report, covering the period from October 7, 2023, until August 31, 2025, states that fewer than 30 Palestinians died in Israeli custody in the previous decade.

The Israel Prison Service (IPS) claims it operates within the law and under the supervision of official oversight bodies, but it has also declined to comment on allegations from external sources.

Since the beginning of the latest conflict, significant numbers of Palestinians have been detained, often without charge. The PHRI report claims a pattern of systematic human rights violations against these individuals, asserting it is part of an official Israeli policy since the war escalated.

The report emphasizes that many of the deceased were held in military prisons, with allegations of violence and neglect leading to their deaths.

Furthermore, the report highlights a troubling lack of transparency, with authorities allegedly attempting to cover up the circumstances of these deaths and hampering investigations.

While Israeli authorities maintain that deaths are examined according to established procedures, the PHRI warns that such claims do not encompass the experiences and rights of the detainees.

The report concludes that the actual number of deaths may exceed those officially documented, revealing severe challenges in understanding the full impact of Israel's detention practices, particularly those labeled as forced disappearance. The IPS has refuted many of these allegations, emphasizing its commitment to legal standards in handling detainees.
