Lim Kimya, a former lawmaker of the Cambodia National Rescue Party, was gunned down in Bangkok, reigniting fears about the safety of political exiles in Thailand. The incident underscores growing concerns over transnational repression and the dangers faced by opposition members escaping autocracies.


Lim Kimya, a 73-year-old former member of the Cambodian National Rescue Party (C.N.R.P.), was shot and killed on a bustling Bangkok street on Tuesday in what police are calling a premeditated execution. Eyewitnesses reported hearing three gunshots that pierced the midday bustle, and the assailant casually walked back to a nearby noodle stall after the attack, subsequently fleeing on a motorcycle.

This assassination has prompted outrage and fear among Cambodia’s political diaspora, where the ruling Hun family has maintained a tight grip on power for over 40 years, eliminating dissent through arrests and violence. Dissidents fear that Thailand—their supposed sanctuary from autocratic rule—has become an unsafe harbor, as political killings spill into its borders.

Um Sam An, a former parliamentarian now in exile, labeled the assassination as part of a broader campaign of transnational repression that is increasingly being employed by dictators worldwide. “The assassination of Mr. Lim is a reminder that political opposition faces dire consequences, even when seeking refuge,” he stated.

Sam Rainsy, a former leader of the C.N.R.P. and himself a target of past assassination plots, echoes these sentiments, pointing out the growing international trend of repressive regimes extending their reach beyond their borders. The implications of this assassination reverberate widely and raise pressing concerns about the safety of those who oppose oppressive governments.
