The Biden administration escalates pressure on China, sanctioning key figures involved in the repression of pro-democracy activists in Hong Kong.
On April 1, 2025, the United States announced a new wave of sanctions against six high-ranking officials from China and Hong Kong, condemning their roles in transnational repression directed at pro-democracy activists. This action by the Biden administration signifies a major shift in its approach to China, focusing sharply on human rights violations occurring within the autonomous territory and affecting U.S. citizens.
The State Department's statement highlighted that the sanctioned officials utilized Hong Kong's stringent national security laws to intimidate and silence 19 activists, including individuals who had sought refuge abroad – among them, a U.S. citizen and four other residents. The leader of this group is Dong Jingwei, the security chief in Hong Kong since 2023, who previously held a position as vice minister of state security where he was known for aggressively pursuing dissidents and unearthing foreign espionage.
Alongside Dong, officials such as Hong Kong’s Secretary for Justice, Paul Lam, and Police Commissioner Raymond Siu were also named in the sanctions. The measures come against a backdrop of intensified repression in Hong Kong, following widespread protests in 2019 that led to the incarceration of numerous opposition lawmakers, activists, and journalists.
