**Arab Leaders Propose New Plan for Gaza Amid Ongoing Tensions**

As Israel's negotiations with Hamas stall, a united Arab initiative emerges to reshape Gaza while sidestepping central challenges.

In a significant development following President Trump's controversial proposal to relocate Gaza's population, Arab leaders convened an emergency summit in Cairo to present an alternative vision for the region's fractured future. The plan aims to rebuild Gaza while ensuring that its current residents remain, rejecting any notion of forced displacement.

Rather than sidelining the Palestinian concerns, the Arab initiative calls for the establishment of a committee of skilled bureaucrats to oversee Gaza's governance initially, eventually transitioning authority to the internationally recognized Palestinian government based in the West Bank. This aligns with a long-standing aspiration to unite Gaza with the West Bank, thereby fostering the emergence of a cohesive Palestinian state.

However, this ambitious plan encounters multiple hurdles. Notably, it fails to clearly address how or if Hamas, which currently wields control in Gaza, will be disarmed. Both Israel and the Trump administration deem the disbandment of Hamas's military capabilities a prerequisite for any future stability. Conversely, Hamas regards any attempts at disarmament as unacceptable, positioning itself against such moves.

The communiqué from the summit only vaguely mentions that Gaza's security should be handled by a "single armed force and a single legitimate authority," hinting towards the Palestinian Authority assuming control but avoiding direct confrontation with Hamas. As negotiations remain stagnant, Gaza's post-conflict landscape appears increasingly uncertain, casting a shadow over the future of the territories and their inhabitants.
