In brief

With economic challenges looming, the Biden administration aims to safeguard U.S.-China relations through high-stakes negotiations amid changing political dynamics.

In a final strategic push, the Biden administration is mobilizing senior Treasury officials to strengthen the communication channels established with China, potentially facing increased economic tension once President-elect Donald J. Trump assumes office next month. This week, U.S. Treasury officials will convene in Nanjing, China, for the last meeting of the U.S.-China financial working group, while another team will engage with Chinese counterparts on the margins of a Group of 20 summit in South Africa.Initially formed in 2023 to mitigate the risk of economic conflict between the two superpowers, these dialogues will revisit long-standing issues impacting the economic landscape. The United States is anticipated to raise concerns over China's overwhelming green energy production, which has impacted global market prices and competition. Furthermore, discussions will also spotlight China's restrictions on critical mineral exports and the collaborations between Chinese businesses and Russia regarding the ongoing conflict in Ukraine.Jay Shambaugh, the Treasury Department's under secretary for international affairs, asserted the importance of clear communication channels, noting that "the American people expect direct dialogue with Chinese officials on mutual agreements and disagreements." Despite the efforts to foster a collaborative atmosphere, the U.S. administration has reported minimal progress on key issues. China has continued its trend of flooding the market with low-cost solar panels and electric vehicles, while Chinese firms remain implicated in aiding Russia's military endeavors. As trade relations remain strained, the Biden administration has opted to uphold many tariffs initially instituted during Trump's presidency, implementing additional taxes on imports including Chinese electric vehicles, solar cells, semiconductors, and advanced batteries, further complicating future negotiations.
