In brief

Despite a fourteen-year-old indoor smoking ban and European Union efforts to implement outdoor restrictions, many Greeks are defying regulations with high smoking rates and cultural habits.

Greece has long held a reputation as one of Europe’s smoking capitals, and recent reports show that the trend continues unabated. Even after the country enacted a ban on smoking in indoor public spaces fourteen years ago, compliance remains lax, particularly in bustling bars and clubs across Athens and other cities. This ongoing resistance is particularly pronounced as the European Union pushes for stricter smoking bans, including in outdoor areas, aiming for a tobacco-free generation by 2040. A 2023 health profile highlighted by the European Commission revealed a staggering statistic: 20% of all deaths in Greece were linked to tobacco, which includes both direct smoking and secondhand exposure. Yet, the smoking culture seems entrenched, with many Greeks lighting up in defiance of established laws. Stathis Papachristou, a psychologist and representative from the National Public Health Organization, suggests that identifiable loopholes encourage smokers to continue indulging despite the risks.Currently, more than a third of Greeks smoke—ranked only behind Bulgaria in the EU. Although a smoking ban was imposed on all indoor public locations in 2010, a stark disparity exists between the law and public behavior. While the introduction of a tougher law in 2019 by the Greek government led to some reduction in smoking rates, fines of 100 euros for patrons and up to €10,000 for repeat offenders have done little to curb the habit for many. As discussions of extending smoking restrictions unfold, Greece remains staunchly noncompliant, illustrating a complex interplay of cultural norms, individual freedom, and public health challenges that underscore the country’s relationship with smoking.
