E3 Nations Set to Reinstate Sanctions on Iran Amidst Nuclear Negotiation Deadlock

The foreign ministers of Germany, France, and the UK—collectively known as the E3—have issued a warning to Iran, stating that they are ready to reinstate sanctions regarding its nuclear program if diplomatic negotiations do not resume by the end of August. In an official communication to the United Nations, the E3 emphasized their readiness to trigger a "snapback" mechanism, which would see all previously lifted sanctions reinstated. They noted that Iran has not yet responded to their extended offer for negotiations, which is open until the end of August.
Previously, Iran indicated a willingness to resume discussions but insisted on the lifting of existing sanctions and recognition of its rights concerning civilian nuclear development. Initial talks occurred last month in Istanbul, yet progress remains stymied.
In a collective letter to UN Secretary-General António Guterres, Foreign Ministers Jean-Noël Barrot (France), David Lammy (UK), and Johann Wadephul (Germany) asserted their commitment to employing all diplomatic avenues to prevent Iran from pursuing nuclear weapon capabilities, which Iran has categorically denied.
Iran’s Deputy Foreign Minister Kazem Gharibabadi claimed that any activation of sanctions would be unlawful. The current sanctions landscape was established post-2015 when Iran agreed to a nuclear deal that limited its nuclear activities in exchange for sanction relief. However, following the US's withdrawal from the agreement in 2018, tensions escalated, and Iran has since incrementally violated the accord's terms.
In May, the International Atomic Energy Agency (IAEA) reported that Iran was in possession of over 400 kilograms of uranium enriched to 60% purity, nearing a weapons-grade level. The situation deteriorated further in June when Iran's parliament halted cooperation with the IAEA amidst escalating hostilities, particularly with Israel.
