Cape Verde Enters Emergency Mode Following Deadly Flash Floods

State of emergency declared after Tropical Storm Erin leads to tragic loss of life in Cape Verde.


Cape Verde's islands of São Vicente and Santo Antão face catastrophic conditions as heavy rains cause widespread destruction and loss of at least nine lives.



Cape Verde has activated a state of emergency on the islands of São Vicente and Santo Antão due to severe flooding that has left at least nine people dead and displaced approximately 1,500 residents. The devastating floods were caused by Tropical Storm Erin, which unleashed a staggering 193mm (7.6in) of rain within a mere five hours—greatly exceeding São Vicente’s annual rainfall average. Deputy Prime Minister Olavo Correia characterized the situation as “catastrophic,” as rescue teams rush to locate those reported missing amid the extensive damage to roads, homes, and vehicles.

Meteorologist Ester Brito informed the media that such heavy rainfall is exceedingly rare, with conditions surpassing the last 30 years of climatologist data. Although Cape Verde typically finds itself prepared for varying weather scenarios, the lack of radar equipment hindered efforts to effectively gauge the magnitude of this storm. Interior Minister Paulo Rocha recounted the terrifying night filled with chaos and panic as the floods mounted, while community organizer Alveno Yali echoed the sentiment of overwhelm, describing the scene as chaos wrought by furious winds and floods that resulted in significant material losses.

The Cape Verdean diaspora, particularly concentrated in France, Luxembourg, Portugal, and the United States, has quickly mobilized to support those affected. Fundraising initiatives have sprung up, accumulating tens of thousands of euros to procure food, water, hygiene products, and other essential supplies for those in need. Andreia Levy, head of the organization Hello Cabo Verde in France, underscored the collective response from the diaspora, emphasizing their commitment to deliver aid directly to the severely impacted communities.
